Lets say the Galactic Empire has the resources to blockade 36 megaplanets at most for years. The DS1 is just there to beat back the curve in case the rebellion overwhelms the GE's capacity.

The Empire had already flatten the rebellion curve. As for why the Empire didnt get overwhelmed by too many planets rebelling? I think most planets, especially wealthy planets that can afford heavy anti-orbital weapons and shields are mostly loyal or have vast legions of Imperial ground troops already garrisoned there. Something that the Empire has the military capacity to blockade and isolate a few dozen worlds. I think the Empire might have just used that tried-and-true ageold strategy with heavily-defended planets. I think the consensus was that modern militaries don't take megacities, they just blockade them. In the War Room, someone brought up the questions on the modern military's SOP in taking Megacities like NYC.
